La conservazione del paesaggio, in pratica l’insieme delle bellezze naturali e del patrimonio artistico-storico-culturale, è un’esigenza irrinunciabile nel nostro paese e va considerata come un aspetto specifico della più ampia tutela dell’ambiente.

Già la costituzione intende la tutela del paesaggio come protezione del patrimonio naturale nella sua complessità; riconosce, inoltre, tra le finalità precipue dello Stato la conservazione del patrimonio storica e artistico al fine di salvaguardare la civiltà, i costumi e le tradizioni, in sostanza la memoria storica della nazione, e di proteggere l’ambiente costruito nel tempo dall’uomo.
